Shapiro has built a national brand as a moderate Democrat looking to “get stuff done.” National Democrats are looking at him as a 2028 presidential primary contender, as the party looks to find a new leader heading into a post-Trump era.

He has frequently challenged President Donald Trump’s administration, and has filed more than two dozen lawsuits in his capacity as governor since Trump returned to office in January 2025.

Shapiro has had a challenging time working with Pennsylvania’s divided legislature, where Democrats narrowly control the House and Republicans control the Senate. All four of his state budgets so far have been late, with the 2025-26 negotiations stretching into a nearly five-month impasse that required counties, school districts, and nonprofit service providers waiting for state funding to cut services or take out loans.

His top issues include increasing public education funding and the state’s minimum wage, creating “all-of-the-above” energy policies, and codifying reproductive rights in Pennsylvania in the state constitution.

Shapiro’s lieutenant governor is Austin Davis. The 37-year-old from Pittsburgh is the first Black person elected to Pennsylvania’s executive branch and is the youngest lieutenant governor in the country. Prior to his election, he was a state representative.

Garrity received the state Republican Party endorsement in September 2025, in an unprecedented move to try to coalesce early GOP support for her.

She received a coveted endorsement from Trump in January and has voiced support for much of Trump’s agenda.

As treasurer, she has returned more than $1 billion in unclaimed property back to residents and has paid the state’s bills with little controversy.

She has struggled to compete with Shapiro’s fundraising prowess, as Republicans are most focused on retaining their majorities in the U.S. House and state Senate.

Her top issues include increasing Pennsylvania’s energy output, decreasing the state’s spending, and creating more school choice options for public school students.

She opposes abortion except in cases of rape, incest, or the life of the mother, but says her personal opinion does not matter because decades-old Pennsylvania’s law will not change.

She is running alongside Jason Richey for lieutenant governor. Richey, 55, of Sewickley outside Pittsburgh, is a well-known energy law attorney and former chair of the Republican Committee of Allegheny County. After initially struggling to find someone to run with her, Garrity tapped Richey as her pick for lieutenant governor.

Krawchuk has a “12-step program” to reform Pennsylvania, which begins with a veto on all tax increases and includes decriminalizing marijuana and abolishing property taxes.

He wants to make “machete cuts” to Pennsylvania’s budget, including an end to the state’s prevailing wage for contractors, subsidies to the state’s film industry, and funding set aside for convention centers and horse racing, among others.

He ascribes to the libertarian view that residents should have the right to live their lives without government interference, including on the issues of gay and transgender rights.

Krawchuk was excluded from the contest’s only debate, hosted by abc27, because he did not meet the news station’s qualifications.

He is running alongside John Thomas as his lieutenant governor pick. Thomas, 48, of Kittanning Borough in Armstrong County, is an educator who has worked in public, private, and cyber charter schools. He previously ran as the Libertarian candidate for the U.S. Senate in 2024, finishing in third place of five with nearly 90,000 votes in the election, which saw Republican Dave McCormick oust Democratic incumbent Bob Casey Jr. by just over 15,000 votes.

Harvie has focused his campaign on affordability issues, highlighting his working-class background to push for a $15 minimum wage, affordable housing, and increasing access to healthcare. He’s also in favor of campaign finance reform, such as overturning Citizens United, and getting big money out of politics.

He has been endorsed by Gov. Josh Shapiro, the American Federation of Teachers, Transport Workers Union Local 234, Planned Parenthood’s federal PAC, the Voter Protection Project, and several Democratic members of the U.S. House and state lawmakers.

Harvie has called for a moratorium on data center development and made it the focal point of his first general election television ad. Previously, he was in favor of strict regulations on such projects.

Fitzpatrick is the least loyal House Republican to President Donald Trump and his party, but he still votes with both 70% or more of the time, an Inquirer analysis found. The Bucks County Republican has separated himself from Trump’s policies in various instances, such as his recent support of war powers resolutions, but has also sided with the president in voting for the SAVE America Act.

The GOP lawmaker cast a key vote to advance Trump’s One Big Beautiful Bill Act in the House. But Fitzpatrick voted against a later version of the bill on final passage.

Fitzpatrick has maintained long-standing relationships with labor unions, and at least 40 have endorsed him this election cycle, which is rare for a Republican.

Boyle is the top Democrat on the powerful House Budget Committee, where he has focused on issues of federal spending, the national debt, and inflation. In the last two years, he has criticized President Donald Trump’s economic agenda and taken a leading role in helping craft Democrats’ messaging around cost-of-living issues. That included a focus on the expiring pandemic-era Affordable Care Act tax credits at the end of 2025, and the solicitation of a nonpartisan analysis showing the cost of the war in Iran.

This year, Boyle hosted a special gathering of members of Congress at Independence Hall, which is in his district, for the 250th anniversary of the Declaration of Independence.

If he is reelected and Democrats win control of the House, Boyle is in line to become the first Pennsylvanian to lead the House Budget Committee in nearly four decades.

Arriaga describes her priorities as public safety, affordability, and economic opportunities. Her campaign has depicted the city as “declining” and in a crisis, focusing on drug issues in Kensington as she advocates for more resources for law enforcement and mental health services. She has said her background in healthcare will inform her work in Congress to push for more affordable and accessible healthcare.

Her economic platform includes lowering taxes and regulations while improving job training, including additional federal support for career and technical education.

Arriaga has criticized Boyle’s opposition to the SAVE America Act — the voter ID bill promoted by President Donald Trump — and his length of time in office.

Rabb is a democratic socialist who won the Democratic nomination to succeed retiring U.S. Rep. Dwight Evans, a Democrat who has held the deep blue seat since 2016. Rabb defeated a pair of more moderate Democrats in a competitive primary after positioning himself as a champion of progressive causes.

Rabb spent his years in Harrisburg focusing on issues like criminal justice reform, environmental justice, and reparations for Black residents. In his campaign for Congress, he has advocated for the abolishment of the U.S. Immigration and Customs Enforcement agency and ending Israel’s attacks in Gaza, which he describes as a genocide.

Rabb has aligned himself with other progressive candidates and elected officials while warning more moderate Democrats not to ignore the wave energy in the party’s left flank.

Mahoney’s platform centers on addressing poverty, expanding access to affordable healthcare, and investing in education

The independent has said that he’s not concerned with raising big money for advertising and is focused on meeting voters and community members face-to-face

A Philly-based super PAC called the Forward Party Victory Fund is supporting Mahoney’s candidacy and other independent campaigns across the country.

Dean is a member of the House Judiciary Committee and House Committee on Foreign Affairs.

Dean has emerged as a fierce critic of the second Trump administration after previously serving as one of the nine impeachment managers prosecuting President Donald Trump following the Jan. 6, 2021, attack on the Capitol. She has criticized the president’s agenda, including when she was one of the few Democrats who traveled to Dallas this fall to protest the GOP’s midterm convention. She has also drawn attention for confronting Republican House Speaker Mike Johnson (R., La.).

One of Dean’s recent priorities has been oversight of ICE detention centers. She has visited ICE facilities in Texas and Pennsylvania while saying the administration has “so successfully, cancerously dehumanized certain populations” of immigrants.

Stuski has said she is challenging Dean so that traditional Republican values are represented on the ballot. She has promoted longtime GOP ideas of limited government and “personal responsibility.”

Stuski has been active in local Montgomery County Republican politics, including as a former candidate for Montgomery County commissioner and West Norriton commissioner.

Her platform includes: Expanding property tax relief for seniors, incentivizing new manufactured housing, and giving local residents the first opportunity to purchase new homes. She supports government investments in foster care, homelessness prevention, community policing, violence prevention, and more — with a goal of addressing issues before they become long-term problems.

Scanlon is a member of the House Judiciary Committee, where she is the top Democrat on the Subcommittee on Constitution and Limited Government, and of the House Committee on Rules.

A founding member of Philadelphia Legal Assistance and former senior staff attorney at the Education Law Center, Scanlon has focused on protecting constitutional rights while in Congress. That includes efforts in the current session to strengthen access to counsel in child protection court proceedings, oppose President Donald Trump’s efforts to eliminate birthright citizenship, and protect voting rights.

Scanlon has also been active in Democrats’ attempts to provide oversight of ICE detention centers. In August, she visited the largest detention facility in Pennsylvania and, since then, has questioned ICE’s contract with a private company to operate the facility.

Manganaro’s campaign describes his platform as fiscally conservative, America first, and “constitutionally driven.” His campaign material states: “Let's make America normal again!”

After a career in finance, Manganaro has said he’s running out of concern for the federal deficit, overspending due to fraud, and financial benefits for undocumented immigrants. He has proposed increased oversight of federal spending and barring new entitlement programs that add to the deficit.

Manganaro has said the war in Iran may not be necessary but he supports the continued funding of military operations in order to quickly work toward a “peaceful resolution.” He has criticized Scanlon’s opposition to increased funding for the Pentagon and her criticism of immigration enforcement efforts under President Donald Trump.

Houlahan is a member of the House Armed Services Committee, where she is the top Democrat on the Subcommittee on Military Personnel, and the House Permanent Select Committee on Intelligence. She is a member of the centrist New Democrat Coalition, where she leads an Economic Growth and Cost of Living Task Force.

Houlahan has been a sharp critic of President Donald Trump’s military actions and Defense Secretary Pete Hegseth’s changes at the Pentagon. Last year, a video she appeared in that told active duty service members to “refuse illegal orders” led to Trump calling for her and other Democrats’ punishment.

Houlahan has focused on highlighting cost-of-living issues, including the increasing cost of childcare and elder care.

Young’s campaign has emphasized his background in business and the military to emphasize his leadership experience.

Young’s platform focuses on addressing inflation and cost-of-living issues, and he has proposed specific policy fixes around healthcare, housing, and personal debt. Those include: universal healthcare for children and young adults up to age 23; 0% interest loans up to the local median home price for new homeowners; and making it easier for individuals to offload debts from student loans, credit cards, and medical bills.

Young’s campaign says that he deployed to Washington with the National Guard after the Jan. 6, 2021, attack on the U.S. Capitol and that he would oppose Trump when necessary if elected to Congress.

Haywood has made addressing poverty and expanding affordable housing key priorities. During the COVID-19 pandemic in 2020, he championed a housing relief plan in which the state used $193 million worth of federal funds to prevent evictions and foreclosures.

One of his top priorities is raising the state minimum wage, and he often criticizes the state government for advancing budgets that don’t do so.

He has focused much of his legislative and advocacy work on gun-violence prevention. Haywood has pressed fellow lawmakers to approve millions of dollars in budget allocations to grassroots community organizations that work in violence prevention, and in 2022, he staged a sit-in outside former Mayor Jim Kenney’s office to demand a more cohesive city government approach to shootings.

Johnson supports “school choice” policies and opposes “inappropriate themes” in the classroom, writing on his campaign website, “Can you believe our public schools are hosting drag queen story hour?”

Johnson blames the increase in gas prices on environmental policies and “unchecked government spending and economic tyranny,” according to his website.

He criticized Haywood for endorsing District Attorney Larry Krasner and said crime in Democratic cities has turned neighborhoods into “war zones.”

Hartnett Albillar’s priorities include addressing the cost of living, access to healthcare, and funding for SEPTA.

She has been endorsed by Gov. Josh Shapiro, Planned Parenthood, and EMILY’s List as Democrats zero in on her race in an effort to flip the state Senate blue.

On data centers, Hartnett Albillar said in an interview with The Inquirer this summer that she believes “it makes absolute sense to slow this down” and allow local municipalities and the community time to weigh in on such development.

Farry has centered his campaign on affordability, funding for schools, and touting his ability to work across the aisle to address economic and job-creation issues, according to his campaign website.

The Pennsylvania Senate Republican Campaign Committee has highlighted Farry’s bill, passed with bipartisan support, that aims to reduce cost barriers to breast cancer screenings. Gov. Josh Shapiro signed the legislation into law.

Farry has touted his work to lead the first property tax relief measures in roughly two decades.

Santarsiero is the chair of the Bucks County Democratic Committee.

A former teacher, Santarsiero says one of his top issues is funding for education, including college and workforce training, according to his campaign website. Other priorities include protecting reproductive rights, LGBTQ+ rights, and public safety.

He is also in favor of term limits for state legislators and putting redistricting in the hands of an independent commission.

Bankos is a stage-four throat and neck cancer survivor. He said on his campaign website that the experience “reinforced the importance of high-quality, affordable healthcare and family support.”

His priorities include affordability, including addressing rising energy bills and property taxes.

He is also in favor of supporting local law enforcement and emergency responders and advocating for transparency and “fiscal discipline” in Harrisburg.

One of her top priorities includes passing the Family Care Act, which would allow workers to take paid time off in crucial situations, including caring for a new child or an ill relative and personal health emergencies, according to her website.

She has touted the Working Pennsylvanians Tax Credit — a refundable state tax credit designed to support low to moderate-income households — making it into the most recent state budget. She has also advocated for tripling the maximum relief in the Child & Dependent Care Tax Credit.

Other priorities include accessible healthcare, digital privacy, senior citizen care, and other economic issues.

Costello is in favor of a “short” moratorium on data centers and other regulations related to the projects’ development, according to a campaign fundraising website.

He is in favor of providing senior citizens with property tax relief and requiring nurses to receive a 30-minute paid break per 12-hour shift.

Costello said on his Facebook page that he would assemble a task force to address potholes.

His priorities include addressing affordability — including cutting property taxes, supporting a moratorium on data center development, legalizing recreational marijuana, and protecting reproductive rights.

He has touted his efforts as controller, including identifying $3 million in prescription drug overcharges and evicting a division of ICE from a Lehigh County office space after they failed to pay rent. The Inquirer reported that the division was Homeland Security Investigations, a division of ICE that helps investigate human trafficking. HSI still plans to maintain a presence in the county

Pinsley is endorsed by Gov. Josh Shapiro, U.S. Sen. Bernie Sanders (Ind, Vt.), U.S. Rep. Ro Khanna (D., Calif.), the Lehigh Valley Democratic Socialists of America, and various Lehigh County officials.

Coleman is in favor of term limits for state legislators

He’s in favor of opposing tax increases and job growth through “competitive” economic policies that he says will keep workers and employers in Pennsylvania. The Pennsylvania Senate Republican Campaign Committee also highlighted Coleman’s bipartisan bill, which became law, to increase safety at school by notifying parents of weapons-related incidents on school grounds.

He is also in favor of slashing “reckless spending,” according to his campaign website.

Thomas’ priorities include affordability issues, healthcare access, and supporting strict regulations on data centers.

He also unveiled an “anti-corruption agenda,” which includes banning stock trading for state legislators and banning corporate PAC money.

Thomas is in favor of universal free breakfast and lunch in schools and said in an interview with The Inquirer that those programs could be funded through revenue from legalizing adult-use cannabis and taxing skill games.

Pennycuick serves on the state Senate Appropriations Committee.

She has touted her efforts to advance the Working Pennsylvanians Tax Credit — a refundable state tax credit designed to support low- to moderate-income households — advocate for wage increases for care workers, and improve programming for individuals with physical disabilities to access basic services.

Her top issues include regulating data center development, addressing the dangers of AI, including deepfakes, and cutting taxes and reducing wasteful spending.

He said he is against AI data center construction, opposes ICE detention centers, and is in favor of raising the minimum wage to $25 an hour.

Schonewolf said he would not take funding from the AI industry.

He grew up in South Jersey in a poor family which he says helped shape his politics.

One of Kearney’s focuses is ensuring all education funding passes through Pennsylvania’s “Fair Funding Formula,” not just new funding as is currently done, according to his campaign website.

He supports universal background checks for all gun sales and an assault weapons ban

Kearney is in favor of limiting campaign contributions from interest groups, individuals, and corporations. He also wants to enact a gift ban for public officials.

Scott is in favor of cutting taxes and other “fiscal responsibility” policies, according to her social media.

Other priorities include supporting seniors on fixed incomes, affordable healthcare, and limits on government.

She has been endorsed by Republican lieutenant governor nominee Jason Richey, according to her Instagram.

This summer, she introduced a bill that would prevent AI data centers from being considered a public utility.

She has highlighted her efforts to improve emergency services, address corporate polluters, and advocate for affordable housing and healthcare.

A major focal point of her campaign includes affordability and railing against “Big Tech,” according to her campaign website, to protect natural resources and residents’ utility bills.

Agriculture and related economic policies are a focal point of her campaign, including advocating for a Right to Repair law, which would allow farmers to repair equipment with less red tape, according to her campaign website.

Dicranian is a small-business owner at her family’s farm and the chair of the Charlestown Township Historical Commission in Chester County.

Her other priorities include advocating for American-made manufacturing and supporting truckers.

Alvarino’s priorities include environmental conservation programs and protecting clean water and land spaces, she said on her website.

She wants to lower prescription drug costs and improve rural hospitals and health centers.

On her campaign website, Alvarino also said she is willing to work with Democrats and Republicans to strengthen the local economy.

Lawrence is a lifelong resident of southern Chester County

He authored a bipartisan bill, which later became law in 2018, that eliminated the possibility that domestic violence survivors would have to support their abusers financially.

Lawrence is also an advocate for cutting waste by combining agencies that provide redundant services, he said on his campaign website. He also penned bills to impose drug testing for state lawmakers.

Allen believes Pennsylvanians should not be required to absorb the energy costs from data centers. He wants the facilities to pay for the entire cost of their grid infrastructure and power upgrades.

He also supports raising Pennsylvania’s minimum wage, he said on his website, but to $12 — not $15, as other Democrats have suggested. He said on his campaign website the wage increase should be “phased in responsibly” to give small businesses time to adjust.

He was endorsed by Gov. Josh Shapiro.

Tomlinson said in a campaign video that she is focused on lowering taxes for working people, especially hoping to end taxes on tips and overtime.

She also said she wants to crack down on crime “crossing our border from Philadelphia,” which she referred to as a “lawless city” on her website.

Tomlinson also said in the video that she and her peers consider her “one of the most independent members of the state House” and tied herself to Democratic Gov. Josh Shapiro in her support for funding local schools.

Friel, who previously owned and operated an environmental testing and engineering firm, wants to give all Pennsylvania municipalities the legal permission to pause data center development for six months, providing local governments time to update their ordinances.

He has also focused on making healthcare affordable and said in a post on social media that lawmakers have to “fix the things that are fundamentally broken” in the medical system.

Friel has also voted for legislation that would allow independent voters to cast a ballot in primary elections, saying “people are far more important than parties” in a social media post.

She describes herself as a “conservative leader,” according to her campaign website.

During the primary, more than 14% of Republican voters cast a ballot for a write-in candidate, though she faced no formal opposition.

Her priorities include giving parents the ability to make their own decisions about schools and supporting mental health resources for children.

Brennan is a first-generation college graduate.

He also represented election boards that were sued by former New York Mayor Rudy Giuliani and President Donald Trump in 2020.

Brennan is in favor of increasing the state’s $7.25 minimum wage and wants election primaries opened to independent voters.

Duffy believes in ending the legal ability for cities to provide safe harbor to undocumented immigrants, known as sanctuary cities, he said on his campaign website.

He also wants to eliminate property taxes for seniors, as part of his goal to lower costs for families.

Duffy also supports parent choice in education but did not elaborate on his view of school vouchers, adding on his website that he “wants to make good schools great.”

Williams supports access to abortion and wants to get more illegal guns off the streets.

He has touted his efforts on his campaign website to bring SEPTA service back to Coatesville.

He also backs legislation that would provide financial protection to farmers impacted by natural disasters.

Kelley said the issues that matter most in his campaign are lowering costs, supporting local jobs, and protecting neighborhoods.

He said on his campaign website that he will fight for energy policies that strengthen grid reliability, and he’s also focused on healthcare access after the closing of Brandywine Hospital.

Kelley said he’s committed to supporting law enforcement, providing tax relief to seniors on a fixed income, and repairing roads and bridges.

In Falls Township, Propriak said in a newsletter he wrote this summer, he has spoken to many who are concerned about the proliferation of data centers and has “taken action.” He supported bills to make data centers more transparent and require them to pay electric costs.

He also authored legislation that would prevent retailers from using surveillance pricing and cap how much a corporate landlord can raise rents after a lease expires.

He supports increased investment into public schools, helping to keep Morrisville schools operating.

Gettis wants to reduce property taxes and eliminate the state prepared food tax, a website supporting his campaign said. He supports tapping into Pennsylvania’s natural gas industry to lower energy costs and wants to fix broken roads through toll money, not new taxes.

He wants to expand vouchers and criticized Gov. Josh Shapiro for vetoing the idea, despite his initial support for it. He also wants to ban “divisive programs” in school, he said on his website, but did not elaborate on what he considers those to be.

Although Pennsylvania has expanded Medicaid, the website said Gettis wants to block “traps” that burden taxpayers, without saying what those are.

Davis, who first got involved in her community after Bristol Township flooded, has spent her time working on changes to the property tax code and developing programs for families and veterans, she said on her website.

During her time in office, she has authored bills that would regulate drug rehabilitation houses and stop internet revenge porn.

She also supports implementing statewide standards for home inspectors.

Velez, a precinct committee member in Bristol Township, came to Pennsylvania in 2006 from New York and made Bristol his home.

An entrepreneur alongside his brother, Velez said on his website he would bring a business-minded approach to public service.

He also wants to lower property taxes.

Growth and technology advancements can bring opportunity, Egan said on her campaign website, but they can also lead to clogged roads, crowded schools, and higher prices.

Egan wants to strengthen her community by planning for growth, providing ongoing workforce training, and investing in infrastructure.

Egan has been endorsed by Gov. Josh Shapiro.

Hogan said on his website he is focused on making Pennsylvania more affordable.

His priorities include funding public schools, providing tax credits for youth sports expenses, and increasing penalties for gun store robberies.

Though a Republican, Hogan — who is running in a competitive House district — has highlighted his work with Gov. Josh Shapiro in repealing a greenhouse gas initiative that he said would have led to higher energy taxes.

Hayes, who said on his website he enjoys hiking the Nockamixon Trail, is interested in conservation efforts like reducing carbon emissions and reducing forever chemicals in water.

He wants to put guardrails on data centers and update the state’s energy grid. He also supports a $15 minimum wage, backs open primaries, and has taken a pledge to refuse corporate PAC money.

Hayes was also enlisted in the Pennsylvania Army National Guard and has been endorsed by Gov. Josh Shapiro.

Labs, who said on her website she is focused on “fighting for affordability,” is in favor of cutting taxes for small businesses.

She also supported the repeal of the greenhouse gas initiative that she said was a large tax increase on the middle class.

Labs, a mother, also touted the recent state budget that will “invest in students at never before seen levels,” she said on her website. She said she supports policies that would expand early education and triple the child tax credit.

Gambino said he is pursuing his campaign for those who want “leadership equal to the moment,” according to his campaign website.

He believes food security, conservation, economic development, and the environment are deeply connected.

Gambino, who has worked in farming himself, said the industry is not quaint, but necessary. He believes Pennsylvania should support local dairy farmers by updating pricing systems.

Munroe, who was diagnosed with non-Hodgkin lymphoma in 2019, said he wants to make sure Pennsylvanians have access to quality healthcare and quality health insurance.

He also supports raising Pennsylvania’s $7.25 minimum wage and making service workers “not so reliant on tips,” he said on his website.

A father of two daughters, Munroe said he’s “horrified” that their healthcare decisions could be controlled by the government and supports codifying abortion access.

Murphy, a cancer survivor, said on his campaign website that he lives by the motto, “Whatever it takes,” which is tattooed on his right forearm. He got it after helping his daughter through drug addiction.

His priorities include reducing healthcare costs “because no one understands more than Mike how healthcare impacts real lives,” he said on his website.

He also wants to make life more affordable by reining in state spending.

Staats supports efforts to ease property taxes and give local schools greater control. He also wants to make road and bridge improvements in Upper Bucks County, he said on his website.

He has focused on helping small businesses grow by supporting policies that streamline permitting.

Staats’ priorities include preventing fraud and rejecting state spending he considers wasteful.

Prendergast was previously registered in Pennsylvania as a Republican but found herself “increasingly at odds with the direction of the party,” citing the Jan. 6 Capitol attack in 2021 as a turning point, she said on her campaign website.

The Democrat who was running in the race, Les Mauvus, dropped out and endorsed Prendergast.

She has focused her campaign on lowering the cost of gas and groceries, enabling young people to buy homes, and supporting policies that enable older people to remain in their homes.

Burke said on her campaign website she would focus on codifying protections under the Affordable Care Act into Pennsylvania law and would bolster Medicaid and Medicare plans for seniors and people with disabilities.

She also wants to provide paid family and medical leave and raise the minimum wage from $7.25 per hour.

She is supported by U.S. Rep. Madeleine Dean.

Scheuren said on her website she believes in policies that hold criminals accountable for their actions, private property rights, and low taxes.

She also aims to reduce regulations that hinder small-business owners.
