Next month Philadelphia will host what could be the grumpiest group of conventioneers seen in these parts for a long time -- the National Conference of State Legislatures' annual legislative summit.
The confab at the Pennsylvania Convention Center July 20-24 will bring together officials from states facing a collective budget shortfall of at least $121 billion. Many states are imposing drastic budget cuts, employee furloughs and tax increases to balance their books.
Scheduled conference speakers include Bill Gates, former Buffalo Bills quarterback Jim Kelly and Wall Street Journal columnist Peggy Noonan. Maybe they should bring in Dr. Phil, too.
