It seems like just Wednesday, May 18th that we were asking what DROP's legacy will be. The Committee of Seventy warned us then that DROP wasn't going away just yet, and indeed, tomorrow City Council will be discussing a proposal to reform the program.

On Friday, we argued that DROP has gone well past being about the money, and is now a kind of litmus test for the responsiveness of Council (the mayor wants it gone) -- especially since the promise to make the program "cost neutral" echoes promises that it would be cost neutral in the first place. Council starts at 10 a.m., give or take.
