Lough, 30, figures to man an outfield spot at triple-A Lehigh Valley with prospect Nick Williams and minor-leaguer Cameron Perkins.
In Baltimore, he was regarded as an above-average defender in the corners. He batted just .227 with a .634 OPS in those 196 games. His best season was with Kansas City in 2013, when he posted a .724 OPS.
The Phillies, as of now, will have 62 players in camp next month.
