If the Phillies move Shane Victorino to centerfield for Aaron Rowand, the lefthanded-hitting Jenkins could platoon with righthanded Jayson Werth in rightfield.
Rowand, a free agent, signed a 5-year deal worth an estimated $60 million with the Giants on Wednesday.
Jenkins, 33, a first-time free agent, has spent his entire 10-year career with the Milwaukee Brewers.
Jenkins hit .255 with 21 home runs and 64 RBI last season, and has career totals of .277, 212, 704. *
