Only one resident spoke at a hearing the Delaware County Council held Monday night on its proposed $315 million budget for 2011, which includes no tax increase. The session lasted 15 minutes.

Executive Director Marianne Grace explained the basics of the county's revenue and expenditures. Zurdi Dobi, 59, of Tinicum, asked about wage increases.

Residents who have questions or comments about the budget may attend the County Council meeting at 10 a.m. Tuesday or submit their concerns in writing. Residents may also speak at a hearing scheduled for next Tuesday, when the council will vote on the budget. - Joelle Farrell
