JERSEY CITY, N.J. - Two police officers at an anti-layoff rally outside a restaurant where Mayor Jerramiah Healy was holding a fund-raiser are accused of grabbing car keys from the valet kiosk and tossing them into bushes.

Officials said the veteran officers, whose names were not released, were caught on surveillance video Dec. 2. Police Chief Tom Comey said they had apologized for their "juvenile behavior" and faced suspension.

Healy plans to lay off 82 police officers and demote 12 superior officers because of budget troubles. - AP
