A Chester man has been identified as the victim found bound and gagged Thursday morning near the foot of the Commodore Barry Bridge.

Toby Allen Gale Jr., 19, died of blunt-force injuries to the head, according to autopsy reports. The Delaware County medical examiner on Friday classified his death as a homicide.

Chester City highway workers on routine cleanup discovered Gale's body in the 100 block of Central Avenue, between the Delaware River and Route 291. It was wrapped in black plastic trash bags.

"There is no evidence that he was killed in that location," Detective James Nolan said. Police suspect Gale was killed late Wednesday or early Thursday and dropped at the Central Avenue location, he said.

"He was a great kid," Jamel Dorsey, 21, Gale's stepbrother, said when reached by phone yesterday.

Authorities are asking anyone with information to call Nolan at 610-447-8429.
