At the opening Wednesday of eight new units of handicap-accessible housing in North Philadelphia, the head of the Philadelphia Housing Authority said the agency was on target to meet a federally mandated quota to produce more affordable homes for people with disabilities.

In a 2008 agreement with the federal Department of Housing and Urban Development, PHA pledged to build or retrofit 152 handicap-accessible units a year for five years. PHA administrator Michael P. Kelly said the housing authority would finish construction of 120 units for seniors and people with disabilities by August; most of the new housing will be financed with federal stimulus aid.
