A story Monday on the possible effects on federal funding to Philadelphia of a Trump administration quoted former Mayor W. Wilson Goode Sr. as saying he was "mayor when the administration went from Jimmy Carter to Ronald Reagan." Goode was managing director when Reagan took office in 1981 and was elected mayor in 1983. Contacted Tuesday, Goode said his meaning was that by the time he became mayor, Carter's policies had been ended and Reagan had introduced his own, which Goode said hurt Philadelphia.
