Delco mayor charged with DUI, leaving crash scene

The mayor of Upland Borough in Delaware County has been arrested and charged with driving under the influence after crashing his pickup truck in Chester City and fleeing on foot.

Michael Ciach, 50, was processed and released to await a court appearance, according to police. He is also charged with damage to unattended vehicles and failure to notify police of an accident, according to public records.

On Friday at 3:33 a.m. Chester police received a call for a report of a car accident in the unit block of 22nd Street. When they arrived, neighbors were on their porches yelling that the driver of a 2002 Dodge pickup had fled the scene on foot, according to court records.

About a block from the crash, police stopped Ciach who allegedly admitted he had been in the accident and had been drinking.

"Yes, I had beers while I was playing pool," police said Ciach told them.

While police were patting him down, Ciach lost his balance and began to fall. At that time, police determined it was not safe for the mayor to undergo a field sobriety test. Two officers carried Ciach to a police car after he again lost his balance, according to court records.

At the scene, police determined Ciach had struck two legally parked cars.

Ciach could not be reached fro comment Monday.
