Ryan Potulny scored the Phantoms' only goal with 6 minutes, 16 seconds remaining in the second period on the team's fourth power-play opportunity.
Jared Ross sent the puck through a traffic jam on the left side to Potulny in the right circle, and Potulny made it 1-1.
On the Admirals' goal in the second period, Kyle Wanvig had fed the puck to Dustin Keller, who went in alone on the Phantoms' Brian Boucher, making a deke and sending it under the goaltender's right leg for the 1-0 advantage.
With the loss, the Phantoms have dropped three in a row for the first time this season. Boucher took the loss with 14 saves on 16 shots.
