Patrick Maroon scored twice in the last two minutes to bring the Phantoms (19-14-0-1) to within a goal at 5-4 with 40 seconds remaining in regulation.
However, Ben Lovejoy's second goal of the night, on an empty-net shot with four seconds to play, clinched the win for the Penguins (21-11-1-1).
Sean Curry and Jonathan Matsumoto scored the Phantoms' goals in the second period to forge a 2-2 tie at the time.
