Francis Healy

What I Do

Francis Healy began his career with the Philadelphia Police Department in 1990, when he became a police officer. After he earned a law degree from Temple University, then-Police Commissioner John Timoney appointed Healy a  special adviser, a position Healy continues to hold under Commissioner Sylvester M. Johnson. As a special adviser, Healy, now a lieutenant, is responsible for advising the police commissioner and the executive command on the legal implications of operational policies, procedures, orders and directives. He also advises on criminal law and procedure, employment, labor and contractual issues.

Healy will answer questions on the practice of "Stop-and-Frisk" - stemming from an Inquirer series - from Dec. 17 through Dec. 20.
