Carol W. Spigner co-chaired the Philadelphia Child Welfare Review Panel appointed by Mayor Street to examine failins of the city's Department of Human Services and make recommendations for improvement. The panel's lengthy report, "Protecting Philadelphia's Children: The Call to Action" was released on June 1. Pray Distinguished Professor at the  <place></place> <placetype></placetype> University of <placename></placename> Pennsylvania's  <place></place> <placetype></placetype> School of <placename></placename> Social Policy and Practice. She joined the faculty of what was then Penn's <place></place> <placetype></placetype> School of <placename></placename> Social Work  in 1999. Before that, she was responsible for administering federal child welfare programs as associate commissioner at the U.S. Department of Health and Human Services' Administration for Children and Families.<br/> <br/>She holds a doctorate in social work from the <place></place> <placetype></placetype> University of <placename></placename> Southern California . Her current research focuses on documenting the experience of parents in the child welfare system.
