Rob McCord, Pennsylvania state treasurer, named Gary Tuma, a 40-year veteran of journalism and state government, as the Treasury Department's director of communications. He replaces Michael Smith, who became deputy chief of staff earlier this year. Tuma most recently was director of communications and education at the Pennsylvania Health Care Cost Containment Council, an independent state agency.
