SOUTHWEST PHILA. - Philadelphia police arrested a Lester man in connection with a hit-and-run crash that seriously injured a pedestrian early Wednesday.

About 12:40 a.m., a man was crossing the street at 54th Street and Woodland Avenue in Southwest Philadelphia when he was hit by a Honda Civic "traveling at a high rate of speed," police said. The driver ran off, but the car's owner, who was in the backseat, stayed at the intersection, police said.

Police caught Justin Popelak, 20, several blocks from the crash. He was charged with DUI, aggravated assault, simple assault, recklessly endangering another person, and related charges.

The pedestrian suffered a compound fracture to a leg and is at the Hospital of the University of Pennsylvania in critical condition, police said.
