New $5 national lottery takes the prize for being complicated

On Oct. 19, Monopoly Millionaires' Club will start confusing people in many states.

When a grand prize is won, a second drawing will pick numbers to award $1 million prizes. PART 3 is the number to match to win $1 million. PART 4 is a number to enter online for a chance to win a trip to Las Vegas and be on the TV show.
