Nutter's budget plan pummeled at public hearing

Mayor Nutter's proposed $3.9 billion spending plan took a predictable public beating Tuesday evening in Northwest Philadelphia as residents and business people spoke out against a sugary-drink tax and trash fee that would fill a 2010-11 budget hole of at least $130 million, as well as Council's alternative plan to raise property taxes.
