U.S. Rep. Allyson Schwartz is floating her name as a candidate for governor in 2014 at this weekend's Pennsylvania Society events in New York City.  Also in the Clout column today, Gov. City Council will hold hearings on a plan being pushed by U.S. Rep. Bob Brady -- Penn National Gaming has teamed with a new non-profit for a casino license in Philadelphia, with profits going to the School District and municipal pension fund.

Councilman Mark Squilla introduces legislation that would target people on bikes and in cars with fines for infractions by changing the Traffic Code.

And more trouble for the Philadelphia Police Department's controversial Narcotics Squad, as charges are dropped in drug cases in court after questions are raised about the behavior of the unit's officers.
