Police say a North Philadelphia woman was drunk or high when she smashed into a 29-year-old pedestrian last May and then sped away, leaving Lilliana Acevedo to die on the sidewalk.

Authorities yesterday charged Sylvia Lugo, 38, with homicide by vehicle, driving under the influence, involuntary manslaughter, tampering with evidence and related offenses in the May 1, 2010, incident on Erie Avenue near Second Street. Acevedo, a Feltonville woman who worked in admissions at St. Joseph's Hospital, had just parked at the curb outside her aunt's house, where she was headed for a family party. She was leaning into the backseat of her Hyundai Elantra to retrieve something when Lugo allegedly hit her.

Lugo lives on Marshall Street near Erie Avenue, about five blocks from the fatal hit-and-run.
