Julian Frisby was arrested about 5:30 tonight by U.S. Marshals and Philly homicide detectives who tracked him to a house in Norristown, where he was hiding in the basement, authorities said.
An arrest warrant was issued on April 28 for Frisby in connection with the murder of Jarrell Seay, 18, who was shot in the chest on his family’s front porch on 55th Street near Thompson.
Police have said Frisby and another man, who has not been identified, knocked on Seay’s front door moments after he and his family finished eating dinner.
Seay stepped outside and was shot moments after he exchanged words with Frisby and his accomplice, police said. The Wyncote Academy senior died a short while later.
