Mandel: Is the City budget really stable?

Brett Mandel, the tax policy gadfly and former City Controller candidate, has some interesting things to say about the 2011-2012 city budget on his website.  Mandel questions Mayor Nutter's assertion that the city budget has stabilized, allowing the city to avoid tax hikes in this, an election year.
