Frances Burns, Mayor Nutter's Licenses & Inspections boss, is leaving to take the top staff job at the Philadelphia Intergovernmental Cooperation Authority, the state's watchdog agency that limits city spending. Burns replaces Uri Z. Munson who quit in January to take the top financial job in Montgomery County.
The much-maligned L&I slowly modernized on Burns' watch, for example simplifying and cutting costs for demolitions of city-owned homes. At PICA she'll be called on to mediate between the Republican state government, which has been cutting city subsidies, and the Democratic city government, which has in the past tried to spend a lot of money it didn't have.
A Villanova grad (poli sci '97, MPA '99), she first went to work for the city in 1998 and L&I in 2004 and also worked a stint on the PICA staff. PICA board chair Sam Katz called her a "consummate professional" and a hard worker.
