Frances T. Burns was named executive director at Manayunk Development Corp. She was formerly deputy commissioner of the City of Philadelphia Department of Licenses and Inspections.

Stuart Mitchell was named Philadelphia operations office manager for engineering consultant Golder Associates Inc. He replaces Mark Case, who took the position of regional leader for Golder's northeast operations. Mitchell will manage Golder offices in Mount Laurel and Newark, N.J., Conshohocken and Bristol.

John Sullivan was named executive vice president and chief information officer at QVC Inc., West Chester, where he will oversee all aspects of the shopping network's information technology department. Sullivan is a former senior vice president at Liz Claiborne Inc.

Scott Bailey was named senior vice president and general manager of Comcast.net, the portal site operated by Comcast Interactive Media. He was vice president and general manager of Web sites at Turner Sports Interactive. - Inquirer staff
