The Philadelphia Workforce Development Corp. named

Daisy D. Rosa

vice president, E.A.R.N (Employment, Advancement and Retention Network) Operations, overseeing a $55 million system established by the Pennsylvania Department of Welfare designed to help more than 15,000 welfare recipients move to economic self-sufficiency. Rosa had been senior director of Research & Data, also within the Transitional Workforce Division at PWDC.
