, a partner in the Labor, Employment, and Immigration Group at Ballard, Spahr, Andrews & Ingersoll L.L.P., has been named general counsel of the Philadelphia Phillies. Strouse has been practicing labor law at Ballard Spahr since graduating from Duke University law school in 1981.

The Inglis Foundation, a Philadelphia organization that helps people with physical disabilities, said Lea Dandrea had joined as vice president, innovation and information. Dandrea most recently was director of the Process Innovation Center at Children's Hospital of Philadelphia.

The Judge Group, a Philadelphia professional-services firm whose specialties include technology consulting, said Brian Propp had joined the firm's Strategic Account Management Team as vice president responsible for sales throughout the United States. Propp had been a health-benefit consultant for Crawford Advisors and worked for nine years as the Philadelphia Flyers radio color analyst after a career playing for the Flyers.

Roger N. Pandel has been named assistant vice president of commercial property underwriting for Harleysville Insurance. Pandel had been a commercial lines underwriting consultant for CNA Insurance of Reading.

Harleysville Insurance also named Louis H. Kozloff vice president, associate general counsel, and chief litigation counsel. Kozloff had been a partner in the litigation department of Blank Rome L.L.P.

National Penn Bancshares Inc. has announced two promotions.

Scott Gruber, an executive vice president of the bank's central region, has been named head of corporate banking.

Tim Day, executive vice president of private banking, has been named Gruber's successor as president of the central region.

Andrew Kielty has been named senior vice president and managing director of Cigna International Expatriate Benefits, which provides group health-care benefits. Before joining the Philadelphia insurer, Kielty had been managing director of BUPA's Asia region, based in Melbourne, Australia.

Brian Ablaza has been promoted to managing partner/chief innovation officer of the Star Group, a Philadelphia marketing and communications company. Ablaza had been partner/chief technology officer.

William L. Ashton has been named vice president of strategic business development and associate provost at the University of the Sciences in Philadelphia and will lead the new Office of Strategic Business Development. He will continue as founding dean of the university's Mayes College of Healthcare Business and Policy.
