Margaret A. Belfield was promoted to chief operating officer of AtlantiCare Regional Medical Center, Egg Harbor, N.J., from vice president and administrator of the center's Atlantic City campus.

The National Constitution Center appointed Stephen Klugewicz as director of education. He was director of education programs at the Bill of Rights Institute in Arlington, Va., and executive director of the Collegiate Network in Wilmington.
