Republic First Bancorp Inc., Philadelphia, has promoted Andrew Logue to president and chief operating officer of Republic First Bank from chief operations officer of the bank.

The board of directors of the Arc of Delaware County said Frank Bartoli had been appointed executive director of the advocacy organization for those with developmental disabilities. Most recently, Bartoli was the vice president of operations and fund-raising at Maternal & Family Health Services Inc., Wilkes-Barre.

SolarDock L.L.C., Wilmington, said David Lewenz had been appointed director of sales for the Southeastern region of the United States, Central & South America, and the Caribbean. Lewenz had been executive vice president of sales and marketing at Axxiem WebSolutions.

IS Partners L.L.C., a Horsham auditing firm, said Marc A. Fisher had joined the practice as managing director. Fisher had been a manager at a Big Four accounting firm and the controller for a national law firm.

Joseph A. Berquist has been promoted to vice president-managing director of Quaker Chemical Corp.'s North American operations. He had been senior director, commercial, Quaker North America for the Conshohocken company.

Stan H. Retif has been appointed vice president of development and communications for Elwyn Inc., a Media nonprofit organization that serves children and adults with disabilities. Retif had been vice president of development at the Woods Services Foundation in Langhorne.

Wesley Enhanced Living, a Southampton nonprofit provider of continuing-care retirement communities, has appointed Ken Franiak its chief operating officer. Franiak had been the organization's chief financial officer.

Nova Bank, Berwyn, has named Maryjane Griffin vice president, cash management sales officer. She had been vice president, business development officer.

Charles A. Wright III has joined Peirce College, of Philadelphia, as vice president, institutional advancement. Wright formerly was vice president for development with Big Brothers/Big Sisters of Southeastern Pennsylvania.

Bleum Inc., a China-based IT outsourcer to U.S. and European companies, said it had recruited James Venglarik as its first U.S. general manager, based in Blue Bell. Venglarik had been a Philadelphia-based partner for executive-services firm Tatum L.L.C.

LECG/SMART, a Devon business-advisory firm, has named John McGonigal a managing director in its Governance, Assurance and Tax sector. He had been an audit partner in the commercial audit practice at Ernst & Young L.L.P., Philadelphia.
