has joined STV Inc., Philadelphia, as vice president of the firm's transportation and infrastructure division's systems group. Sabatini had been a senior vice president for a global transportations-system company and a program director for SEPTA.

The Penn Suburban Chamber of Commerce (formerly the North Penn Chamber) has named Robert W. Zelnick president and chief executive officer. Zelnick most recently operated his own business, Zelco-Services, an insurance brokerage.

Citi Private Bank has hired Mark Peters as director and private banker in its Philadelphia office. Peters had been senior vice president and wealth adviser in the Philadelphia office of Wells Fargo Private Bank.

VINtek Inc., a Philadelphia provider of automotive-collateral management and other services for auto lenders, has hired Fran Herz as operations manager. Herz had been a senior analyst at GMAC.

Harris, Williams & Co., a division of PNC Financial Services Group, has named Jon Nemo managing director of the advisory firm's Aerospace, Defense & Government Services Group. Nemo, who is based in Philadelphia, was most recently a managing director in the aerospace and defense investment banking group at Jefferies & Co. Inc.

Univest Corp. of Pennsylvania has appointed Louis P. Spinelli executive vice president and director of consumer strategy and delivery for Univest National Bank & Trust Co. Spinelli had been executive vice president of retail delivery for Harleysville National Bank & Trust Co.

PCLender.com Inc., a provider of enterprise mortgage software, said Cy Brinn had joined the firm as chief operating officer, based in Hockessin, Del. Brinn had been the president of GHR Systems Inc., a lending technology vendor.

Citizens Bank has named Tricia Buck Horter senior vice president and team leader of its Professionals Banking Group, responsible for handling the commercial-banking needs of law firms in the Philadelphia area. Horter has been in-house counsel for Citizens Bank.

LECG Corp., a business-advisory and professional-services firm, has announced personnel changes that accompany its move from California to Devon. Warren D. Barratt is to replace Steve Fife as LECG's chief financial officer. Barratt had been senior vice president and chief financial officer of Epitome Systems, a privately held business-process- software company.

Yuri Rozenfeld will replace Deanne Tully as general counsel. Rozenfeld had been senior vice president, general counsel, and secretary at I-trax Inc.

Edward Samuel Jr. recently became the founding member and managing partner of The DENEB Group, a client and candidate search services firm in Haddonfield. He previously was the executive search consultant with Global Recruiters Network Inc., of Wilmington.

TrueBridge Resources L.L.C., a national professional staffing company, has named Davida W. Black as senior recruiter in its Philadelphia office. She previously held director and senior manager posts with Coberon Chronos Group, CDI Corp., and Yoh Co.
