3rd Federal Bank, Newtown, has appointed Joseph F. Slabinski 3d, Kenneth A. Swanstrom, and James B. Wood to the TF Financial Corp. board. Slabinski is owner of Slabinski & Sucharski Funeral Homes, Baj Funeral Home, and McCafferty-Sweeney Funeral Home Inc., as well as the Frankford Limousine Service Inc. and RV Limousine Co. Swanstrom retired in 2005 from PennEngineering & Manufacturing Corp. as chairman and chief executive officer. Wood is senior vice president and chief strategy officer for Clemens Family Corp., a family-owned agribusiness and real estate development firm based in Hatfield.

IBio Inc., a Newark, Del., biopharmaceutical company, has named infectious-disease and vaccine manufacturing and licensing expert Arthur Y. Elliott to its board. He was executive director of biological operations for the manufacturing division of Merck & Co. Inc. and consultant to Aventis (Sanofi Pasteur) Pharmaceutical Corp.

La Salle College High School has named the following to its board of trustees:

Courtney A. Portlock is director of diversity and community life and a middle-school math teacher at the Episcopal Academy, Newtown Square.

Arlene M. Yocum is executive vice president and managing executive of client sales and service for PNC Asset Management Group and director of Protection One Inc. and of Key Energy Services Inc.

Margaret Mary T. "Candy" Markmann is an adjunct professor of history and an academic counselor of the Office of Arts and Sciences at La Salle University, Philadelphia.

James H. Stewart is president and a trustee at Malvern Preparatory School, Malvern.

Mimi McGettigan Kehan is the campus executive director of Arbor Square and the Birches, Harleysville.

The Pennsylvania Bankers Association, Harrisburg, has named Joseph W. Major to its board for a three-year term. He is founder, chairman, and CEO of The Victory Bank, Limerick.

Joseph P. Batory was installed as president of the board for the Rotary Club of Philadelphia. He is an associate with Educational Enterprises L.L.C., Philadelphia.

The United Way of Chester County has elected Roger Huggins chairman of the board. He is a partner at Gawthrop Greenwood P.C.

Stephen D. Schrier, a partner at Blank Rome L.L.P., has been appointed to serve as a member of the advisory board for the UNLV Gaming Law Journal. The Gaming Law Journal is published by the William S. Boyd School of Law at the University of Nevada, Las Vegas in conjunction with the International Masters of Gaming Law.

Rhonda Hill Wilson has been elected treasurer of the American Association for Justice, a trial bar. She is a lawyer at Law Offices of Rhonda Hill Wilson P.C., Philadelphia.

Nelson A. Diaz has been appointed to the board of trustees at the National Foundation for Credit Counseling. Diaz serves Cozen O'Connor as of counsel in the general-litigation department.

Louis W. Fryman has been reelected chairman of the Pennsylvania State Ethics Commission, an independent state agency charged with enforcing the Ethics Act as well as investigating and issuing decisions on alleged violations of the Ethics Act. Fryman is a lawyer in the Philadelphia office of Conrad O'Brien P.C.

The American College, Bryn Mawr, has elected Michael C. Davidson as chairman of the institution's board of trustees. He is the vice chairman and chief agency and marketing officer at State Farm Mutual Automobile Insurance Co.
