On the Boards

The People's Emergency Center Community Development Corp., a Philadelphia social-services agency for homeless families, said the following officers and members were elected to its board:

David Fryman, a partner at Ballard Spahr L.L.P., Philadelphia, is chairman.

Bernadine Hawes, director, small-business initiative at the American Cities Foundation, Philadelphia, is vice chairwoman.

Branton H. Henderson, senior vice president, senior client manager at Commercial Real Estate Banking, Philadelphia, is treasurer.

Judith Tschirgi, chief information officer and senior vice president at SEI Investments Co., Oaks, is secretary.

Thomas Hutton is deputy general counsel at Independence Blue Cross.

Sheila Willard is senior vice president, government affairs, at Comcast Corp.

Nancy Peterson has been named to the board of trustees of Clarke Schools for Hearing and Speech. She is vice president and deputy general counsel at AlliedBarton Security Services L.P., Conshohocken.

Big Brothers Big Sisters Southeastern PA, a youth-mentoring organization in Philadelphia, has elected Ernie Pighini and Suzanne Keenan to its board. Pighini is senior vice president and controller at Comcast Cable. Keenan is chief information officer and senior vice president of process improvement at Wawa Inc.

Gov. Rendell has appointed State Rep. Catherine M. "Kate" Harper of Lower Gwynedd to the Delaware Regional Water Resources Committee. Harper is also a partner at the Fort Washington law firm Timoney Knox L.L.P.
