The low-interest loans are available to homeowners, renters, businesses and nonprofit organizations of all sizes in Chester, Delaware, Montgomery and Philadelphia Counties in Pennsylvania; Gloucester County in New Jersey; and New Castle County in Delaware. -Paul Schweizer
