Kaplan became the audit practice leader for the Philadelphia office in 2002.

Penn Virginia Corp. said it had promoted Steven A. Hartman to senior vice president and chief financial officer. He had been vice president and treasurer.

Devereux, a Philadelphia nonprofit behavioral health-care organization, said Marilyn B. Benoit had been appointed senior vice president of clinical and professional affairs and chief clinical officer. Benoit most recently was clinical associate professor of psychiatry at Georgetown University Medical Center.

Drexel University has named Helen Y. Bowman senior vice president for finance, treasurer, and chief financial officer, effective in the spring. Bowman is currently vice president for finance and treasurer at Franklin and Marshall College.

Cozen O'Connor Public Strategies said government-relations specialist Deborah Alford Hamilton had joined the firm's Wilmington office in a supervisory/management role leading the group's statewide efforts in Delaware. Hamilton was director of Delaware State's Washington, D.C., office.

Glenn Anderson joined Third Federal Bank in Newtown as a loan-workout officer. Anderson had been senior portfolio manager for the technology and life-science investment portfolio at the New Jersey Economic Development Authority.
