Baker, who will lead the firm's business-optimization practice, was a program-management office manager and the life-sciences operations manager with Avanceon L.P., a global manufacturing-system integrator. Kelly, who will lead naviGATE's human-capital management practice, had been a senior HR consultant for Towers Watson & Co. in the firm's change-implementation practice.

Hill International Inc., a Marlton provider of project management, construction management, and other services announced several promotions in the senior-management team of the international operations of its construction-claims group.

William Kennedy was promoted to senior vice president and managing director responsible for Asia, the Middle East, and Africa.

David Brodie-Stedman was promoted to senior vice president and regional managing director for the Middle East and Africa.

Derek Nelson was promoted to senior vice president and regional managing director for Asia.

Francesco Mastrandrea was promoted to senior vice president and managing director, Europe, and head of expert witness services, international.
