TD Bank N.A. has named Chris M. Smith vice president, senior commercial lender in middle-market lending, in Philadelphia. He had been a relationship manager and sales manager with Wachovia Corp. and a commercial loan officer with Susquehanna Bank, both in Philadelphia.

Otten's Flavors, a Philadelphia flavor supplier to the food and beverage industries, has named Gary Lane chief executive officer. Lane had been Otten's director of international operations and business development.

Electronic Ink Inc., a Philadelphia business-system design consultancy, has hired Stephen Megargee as director of design. He had been a creative director for Vanguard Group.

Pennoni Associates Inc., a Philadelphia consulting engineering and design firm, promoted Erin Bushnell to director of human resources from human resources manager.

Subaru of America Inc., Cherry Hill, has hired Dean Evans as chief marketing officer. Evans was CMO at Dealer.com.

Paul D. Foster has been hired as global head of consultant relations and managing director at Turner Investment Partners Inc., an employee-owned investment-management firm in Berwyn. He had been vice president of consultant relations at Delaware Investments.

Christiana Care Health System, Wilmington, has named James Newman the first senior vice president and executive director of the new Christiana Care Value Institute. Newman, a specialist in rheumatology, previously was Christiana Care's chief medical officer and chief patient safety officer. Concurrent with his appointment to lead the Value Institute, he has been appointed Christiana Care's chief academic officer.

Philadelphia University has hired Brynn Kolarz as director of fitness and wellness. Kolarz had been assistant director of fitness programs at the University of Iowa.

The MidAtlantic Employers' Association, Media, has named Kevin Robins chief executive. Robins had been a business owner as well as an independent business consultant.

Bill Ryan has been appointed assistant vice president of the new Department of Government Relations and Public Affairs at Albert Einstein Healthcare Network. He had been senior director of government and public affairs.

KPMG L.L.P., Philadelphia, the U.S. audit, tax, and advisory firm, has hired Scott Balestrier as a partner in the firm's federal tax practice. He joins the company from BDO USA L.L.P. in Philadelphia.
