WSFS Financial Corp., the Wilmington parent of WSFS Bank, has hired Paul Geraghty as executive vice president and chief wealth officer, responsible for leading all wealth-related operations. Geraghty had been president and chief executive officer at Harleysville National Corp.

WSFS also hired David H. Hargarten as senior vice president and marketing director. Hargarten had worked at Merrill Lynch Wealth Management as managing director of cash-management solutions and managing director of Merrill Edge Client acquisition.

PFM Asset Management L.L.C., a unit of PFM Group Inc., Philadelphia, has announced the promotion of two managing directors: Jim Link was named to the new position of chief marketing officer, and Ken Schiebel was named head of a new portfolio strategies group.

Yaupon Therapeutics Inc., a privately held specialty-pharmaceutical company in Malvern, has announced the hiring of the following management members:

Steve Tullman was named chairman and CEO. Tullman is the chairman of Vicept Therapeutics Inc. and was most recently the cofounder, president, and CEO of Ception Therapeutics Inc., which was acquired by Cephalon Inc. in April 2010.

Tim Henkel was named executive vice president, head of research and development, Yaupon. Henkel had been executive vice president of research and development at Ception Therapeutics and chief medical officer of Vicuron Pharmaceuticals Inc.

Doug Gessl was appointed chief operating officer and chief financial officer, Yaupon. Previously, Gessl was chief financial officer of Ception Therapeutics and a senior vice president with Einhorn Associates Inc.

H. Jeffrey Wilkins was named chief medical officer. He had been vice president of worldwide clinical development - oncology and immunology at Cephalon and senior vice president of clinical development of Ception Therapeutics.

KPMG L.L.P., Philadelphia, the audit, tax, and advisory firm, has hired Scott Balestrier in the firm's federal-tax practice as a partner. He had been tax-business line leader for BDO USA L.L.P. in Philadelphia.

Tri-State Capital Bank, which has operations in Ohio, Pennsylvania, and New Jersey, has named Kirk Soxman senior vice president and relationship manager for eastern Pennsylvania. Soxman previously held a similar position with National Penn Bank.

Safeguard Scientifics Inc., a Wayne public holding company that focuses on investments in technology and life-sciences companies, has hired Philip Moyer as managing director of the technology group. He had been president and CEO at EDGAR Online Inc.

The Pennsylvania SPCA, a Philadelphia nonprofit animal-services organization, has appointed Eric Daugherty chief financial officer. He had been principal, chief financial officer, and director of research at kasina, a New York financial-services research and consulting firm.

Vishay Intertechnology Inc., the Malvern maker of discrete semiconductors and passive electronic components, said Lori Lipcaman, executive vice president, finance and chief accounting officer, would become chief financial officer after the resignation of Lior Yahalomi.

Pennoni Associates Inc., a Philadelphia engineering, design, and consulting firm, has named Charles Perry senior vice president and chief operating officer. He had been president of PHR+A. Nelson Shaffer, executive vice president and prior chief operating officer, took on the new role of chief administrative officer.

The firm also named several new regional vice presidents as part of the firm's continuing corporate realignment: Andrew Bennett, Pennsylvania north and west; Ron Moore, Delaware, Maryland, and District of Columbia; David Pennoni, Philadelphia metro/southern New Jersey; Susan Wolford, Virginia; David Lowdermilk, transportation; Andrew Pennoni, inspection and testing.
