Simona Rossi has been named associate chair, Division of Hepatology, at Einstein Healthcare Network, Philadelphia. Rossi had been assistant professor of medicine, Division of Gastroenterology and Hepatology, at Thomas Jefferson University Hospital.

PeopleLinx, a Center City developer of tools to help businesses use social-media technologies more effectively, hired Keith Fitzgerald as chief technology officer. He had been CTO at TicketLeap.

East River Bank, Philadelphia, hired William Mohnacs as vice president of commercial lending. He had been vice president of commercial lending at Nova Bank in Woodbury Heights.

Janney Capital Markets, Philadelphia, promoted Andrew Maddaloni to director of equity research within its Equity Capital Markets business. He joined the company as managing director and head of product management.

Elliott-Lewis Corp., Philadelphia, a mechanical-services and on-site management company, promoted Albert D'Amico to vice president, facilities, from director of facilities services.

Post & Schell, P.C., a Philadelphia law firm, named Mary Frances Grabowski as a principal in the firm's Health Care Practice Group. Grabowski most recently served as deputy chief counsel for the Pennsylvania Governor's Office of General Counsel, Department of Public Welfare, and was the state's senior Medicaid attorney.

Howard Rudnick has been appointed associate professor of medicine at Temple University School of Medicine and codirector of preoperative medicine at Temple University Hospital. Rudnick had been medical director of the medicine-consultation service at Penn State Hershey Medical Center.

TMG Health Inc., a King of Prussia firm that handles claims administration and other services for Medicare, Medicaid, and other health plans, promoted Deanne Braksator to vice president of product development and product management, from director of product development.

Leigh McCullough has been named associate methodologist, and Shannon Sesa field coordinator. McCullough had been a biostatistician at ICON Clinical Research. Sesa had been field manager, pharmaceutical-market research, at Adelphi Research by Design.

AmeriGas Propane Inc., Valley Forge, general partner of AmeriGas Partners L.P., said it named Hugh J. Gallagher vice president-finance and chief financial officer effective May 20. Gallagher will continue to serve as treasurer of UGI Corp. and AmeriGas until a successor is named.

Arcadia University, Glenside, named Jan Walbert vice president for alumni relations and annual giving from vice president for development.

Dallago has been hired as vice president of development of La Comunidad Hispana, a Kennett Square community-based nonprofit that seeks to empower immigrants and low-income residents in Chester County. She had been director of development at Planned Parenthood of the Northeast, Mid-Penn & Bucks County.

TD Bank hired Luis A. Carrion as store manager, vice president of a branch in Ewing. He had served as a store manager at Wells Fargo in Medford.

PPL Corp., Allentown, named David K. Arthur the company's federal government relations vice president. He had been senior director of federal government relations for the company.

Gary A. Giamartino has been appointed dean of the School of Business at La Salle University. He had been dean of the School of Business at Southern Illinois University/Edwardsville.
