Mark G. Allen has been named the inaugural scientific director of the University of Pennsylvania's Krishna P. Singh Center for Nanotechnology. Allen, a pioneer in the field of micro-electromechanical systems and nanofabrication technology, is currently Regents' Professor in the School of Electrical and Computer Engineering at the Georgia Institute of Technology and holds the J.M. Pettit Professorship in Microelectronics.

Singh, founder, president, and chief executive officer of Holtec International in Marlton, is a co-managing director of Interstate General Media, publisher of The Inquirer, the Philadelphia Daily News, and Philly.com.

Cozen O'Connor, Philadelphia, hired Ira C. Gubernick as a partner in the corporate practice group. He had been a partner at Klehr Harrison Harvey Branzburg. Richard S. Roisman, formerly a partner with McCarter & English, has joined the firm's real estate practice.

Sun National Bank, Vineland, hired Eileen F. McEvoy as senior vice president and senior relationship manager, wholesale lending. She had been senior vice president and relationship manager for Citibank's commercial lending division.

Day & Zimmermann, a Philadelphia provider of industrial, defense, and workforce services for government and commercial customers, hired Eric Hale as vice president of business development, nuclear, within the company's engineering, construction, and maintenance group. He had been vice president of regional sales for Babcock & Wilcox Nuclear Energy, responsible for the Midwest region.

Cigna-HealthSpring, a Philadelphia and Baltimore Medicare Advantage plan, appointed J. Patrick Foley president of the Mid-Atlantic & Pennsylvania market, overseeing operations in Maryland, the District of Columbia, Delaware, Pennsylvania, and New Jersey. Foley previously served as president of the Alabama market.

Deloitte L.L.P. has named Rob McNeill managing partner of its Greater Philadelphia practice. He had been partner-in-charge of the firm's audit practice in the Philadelphia area and serves as a member of its leadership council for the Northeast region.

Michael P. Rosiak has been appointed chief operating officer of pediatric acute and ambulatory care services at Weisman Children's Rehabilitation Hospital in Marlton. Rosiak had served as vice president of performance management at Continuum Health Alliance L.L.C.

UniTek Global Services Inc., a Blue Bell provider of outsourced construction services to the cable and wireless industries, hired Andrew J. Herning as chief financial officer. He had been interim CFO at AS America, Inc. (American Standard Brands), a multinational manufacturer of building products.

AgustaWestland, a Finmeccanica company, said Christopher Slack has been appointed chief financial officer of AgustaWestland Philadelphia Corp., a division of the Italy-based global helicopter manufacturer. He joined the company's U.S. government business unit in 2009 as director of accounting, reporting, and tax and most recently served as vice president of accounting and finance.

Liberty Small Business Funding, a Philadelphia commercial real estate finance company, hired Abe Diallo as vice president, commercial lending. He had been assistant vice president and credit manager at Hyperion Bank.

Richard Ballistreri has been hired as a commercial lender in the southern New Jersey region of Fulton Bank of New Jersey, Mount Laurel. He had been a relationship manager at TD Bank.

Interstate General Media, publisher of The Inquirer, the Philadelphia Daily News, and Philly.com., hired Kim Parham as vice president, national print. She had been director, national print and corporate advertising, with the North Jersey Media Group.

spg3 architects, Philadelphia, promoted Frank Russo Jr. to shareholder and a principal in the firm, from associate.

USClaims, a Moorestown provider of presettlement funding, hired Donna Lee Jones, a Philadelphia personal-injury trial attorney, as a litigation-funding senior underwriter. Jones had been a partner at Saltz Mongeluzzi Barrett & Bendesky P.C.

QVC, the West Chester television and e-commerce retailer, hired Mustafa El-Rafey as senior vice president of talent management and rewards. He had been a senior vice president of talent management at Starbucks Coffee Co.

  University of the Sciences, Philadelphia, named Heidi M. Anderson provost and vice president for academic affairs, effective July 1. She had been vice president for institutional effectiveness at the University of Kentucky.
