No stay in PPA red-light deal

The Philadelphia Parking Authority won a victory Friday in its effort to replace the current operator of the city's red-light camera system.
Commonwealth Court Senior Judge Keith B. Quigley refused to grant an emergency stay to prevent the parking authority from moving ahead with its plan to award the camera contract to Xerox State and Local Solutions, of Germantown, Md. The stay had been requested by American Traffic Solutions Inc., of Tempe, Ariz., the current red-light camera operator.
Quigley ruled that ATS did not show it was likely to win its effort to block the new contract nor did it show it would suffer irreparable harm if the parking authority proceeds with the Xerox contract.
