, managing director Vanguard Europe, to new roles on the senior leadership team, reporting directly to CEO

Bill McNabb. Risi will head Vanguard's retail investor group, which provides mutual funds, financial planning and wealth-management services, and brokerage services to individual investor clients. Rampulla will direct Vanguard's financial adviser services division, which provides investments, services, education, and research to more than 1,000 financial-advisory firms.

TD Bank has promoted Melanie Tanner to vice president, store manager, of a branch in Aston from product-relationship manager, money out, for the Delaware County region.

Our Lady of Lourdes Medical Center has named Atiq Rehman director of minimally invasive cardiac surgery and director of quality and performance improvement. He was director of robotic and minimally invasive cardiac surgery and the transcatheter valve program at Sarasota Memorial Hospital in Florida. He also serves as a clinical assistant professor at Columbia University.

M&T Bank, Wilmington, has hired Diana Miller as a mortgage loan officer in the bank's mortgage division for the Delaware region. She had been a loan officer at Newport Site Employees Federal Credit Union.

Bryn Mawr Bank Corp., Bryn Mawr, parent of Bryn Mawr Trust Co., has named Alison E. Gers executive vice president and chief operating officer.

Joseph L. Ring and Andrew Yang have joined Martin Law, Philadelphia, as associates. Ring focuses primarily on Pennsylvania workers' compensation law and comes from the workers' compensation department at Post & Schell in Philadelphia, where he was an associate. Yang practices in Social Security disability law and comes to the firm from his work as an intern at the Temple Legal Aid Clinic.
