Odia Kagan, an attorney who focuses on technology transactions, privacy, and data security, has joined Ballard Spahr as of counsel in Philadelphia. She teaches cybersecurity and privacy regulation at Drexel University's Kline School of Law and is a former first lieutenant in the Israeli Defense Forces. Before joining the firm, Kagan practiced at law firms in Philadelphia and Israel and was an associate at Pepper Hamilton.
FlowMetric Inc., a Doylestown provider of flow cytometry, the process of tagging and identifying different types of cells as part of making drugs, and cell sorting services, has hired Floyd E. Fox as chief scientific officer. Fox, an immunologist by training, had been associate vice president, clinical pharmacology and drug disposition, at Eli Lilly & Co. (ImClone Systems).
