Three individuals on the state's self-exclusion list for problem gamblers were allowed to gamble - one for nearly five hours at table games - before they were caught and removed. Those incidents resulted in a $33,000 fine.

Separately, two individuals banned from casinos by state regulators for being professional offenders or cheats were allowed to play poker at SugarHouse for two and a half hours.

SugarHouse was fined $15,000 for those infractions.
