FBI Director James Comey has named Michael Harpster special agent in charge of the Philadelphia Division. Harpster had been special agent in charge of the Criminal Division of the New York Field Office, where he worked criminal matters related to Colombian and other South American drug cartels.

He had been a partner at Archer & Greiner PC, and prior to that was a partner at Montgomery, McCracken, Walker & Rhoads LLP, where he served a seven-year term as chairman of the firm after serving as chairman of its litigation department.
The Philadelphia office of Chamberlain Hrdlicka has hired employee benefits and compensation attorney Barry L. Klein as a shareholder. Klein had been a partner at Blank Rome, where he chaired the firm's employee benefits and executive compensation practice.

Rechler had been senior manager of internal communications at Aramark. Hamel had been social media manager at Cashman & Associates.
Abington-Jefferson Health has hired thoracic surgeon Walter Joseph Scott. He had been chief of the division of thoracic surgery at Fox Chase Cancer Center.
Caligor, a portfolio company of Diversis Capital, LLC, has appointed Alex Shvartsburg chief financial officer and chief operating officer. Shvartsburg had been vice president of finance - Genetic, Medical and Applied Sciences Division (GSD) at Thermo Fisher Scientific, overseeing global financial operations for GSD. Before that, he was head of Life Technologies Corporate Development Finance Group.
Aqua America, Inc., the Bryn Mawr publicly traded water utility company, has named John J. Aulbach 2nd president of its Virginia subsidiary, which provides drinking water and wastewater services to approximately 75,000 people in 38 counties and cities statewide. He succeeds Shannon Becker, who was recently named president of Aqua North Carolina. Aulbach joins the company from the Virginia Department of Health, where he most recently served as director for the Office of Drinking Water.
The Carpenter Contractor Trust, Edison, promoted Christine J. D'Agostino to vice president of operations. D'Agostino is responsible for all aspects of marketing, advertising and public relations initiatives within the CCT. She joined the CCT, a labor-management trust that promotes the message of this partnership in 2013 as the marketing manager.

Amneal Pharmaceuticals LLC, Bridgewater, has appointed Sheldon Hirt senior vice president and general counsel. He succeeds Robert Loewenstein, who has served in the role since 2011 and will be retiring. He had been executive vice president and general counsel for Progenics Pharmaceuticals and senior vice president and assistant general counsel at Allergan. He also held various leadership positions at Barr Laboratories and Johnson & Johnson, and spent several years in private law practice. Hirt was also an infantry officer in the United States Marine Corps.
Post & Schell, P.C., has named Terry R. Bossert as a principal in the its Environmental, Energy & Utilities, and Marcellus Shale practice groups. He will reside in the firm's Harrisburg and Pittsburgh offices. Bossert joins the firm from Range Resources – Appalachia LLC, an independent oil and natural gas producer with operations focused in stacked-pay projects in the Appalachian Basin. He served as vice president, Legislative & Regulatory Affairs for Range. He also is a former chief counsel for the Pennsylvania Department of Environmental Protection and also served as Deputy Attorney General for the Commonwealth of Pennsylvania, where he supervised the prosecution of environmental crimes. He will provide environmental counsel regarding regulatory compliance, government relations, and litigation to clients with operations across Pennsylvania.
