Kevin Washo, President Obama's Pennsylvania political director in 2008 and executive director of the state Democratic Party from 2010 to 2013, has joined Cozen O'Connor Public Strategies Group as a government-relations principal. He was executive director of the Philadelphia 2016 Host Committee for the Democratic National Convention. Washo also served as vice president of New Partners Consulting, a Washington-based political-affairs firm.

Wells Fargo & Co., Philadelphia, said it is expanding its national Employee Stock Ownership Plans (ESOP) advisory practice eastward, and named Cecilia Loftus as senior vice president and Eastern regional director. She had been vice president at Prairie Capital Advisors Inc.

Boenning & Scattergood Inc., an independent securities, asset-management, and investment-banking firm in West Conshohocken, has hired Robert Farnam as managing director, institutional equity research, and senior research analyst, covering the insurance sector. He had been vice president, insurance research, at Conning & Co. in Hartford, Conn.

WSFS Financial Corp., Wilmington, parent company of WSFS Bank, has promoted Vernita L. Dorsey to senior vice president, director of community strategy; Robert J. Hayman to senior vice president, director of facility strategy and vendor management; and Jason L. Spence to senior vice president, director of credit-risk management.

Denise Venuti Free has been promoted to director, communications and external affairs, for the Northeast Division of New Jersey American Water, Voorhees. Free will oversee communications and external affairs for both New Jersey American Water and New York American Water. She joined the company in 2009 as manager, external communications.

JLL, a Philadelphia professional-services and investment-management firm offering specialized real estate services to clients, has promoted Mike Morrone to lead the Office Brokerage Group and Tom Weitzel to managing director. Morrone most recently led JLL's suburban office business as suburban office brokerage lead. Weitzel had been executive vice president.

Han Nah Cho has joined Samaritan Healthcare & Hospice as a nurse-practitioner for the Marlton-based not-for-profit organization. Cho had been a nurse-practitioner at nursing homes in New York City.

Chelsea Irwin has been named marketing manager at ProfilePRO LLC, a Haddonfield developer of customized and personalized hair-care brands. She was cofounder of Hat Covet and worked in public relations with fashion and lifestyle brands.

Cooke & Bieler, a Philadelphia-based independent asset-management firm focused on value investing within the U.S. equity market, has hired Patrick McDonnell to head its consultant-relations practice. McDonnell most recently served as senior vice president and equity-marketing specialist at PIMCO in New York.

Nicoll Davis & Spinella LLP, New York, has opened a new office in Philadelphia and named William N. Farran a partner for the firm's Outside General Counsel Department. He had been senior vice president, chief legal officer and corporate secretary of NASDAQ-list firm Innophos Holdings Inc.

Michael Baker International, a global provider of engineering, planning, and consulting services, has promoted Dale Spaulding to director of the newly created Pennsylvania headquarters region, which consists of the company's Pittsburgh headquarters, Harrisburg, and Fort Washington/Philadelphia offices. Spaulding had served as vice president and office executive for the New York City, Rensselaer, and White Plains operations.

Hamburg, Rubin, Mullin, Maxwell & Lupin, Lansdale, has hired Robert Sebia as an associate in the firm's Real Estate, Business, and Trusts & Estates departments. He had been a clerk for the Philadelphia District Attorney's Office and the Cause of Action Institute in Washington.

John Mussoni has been named assistant vice president for news operations at the Philadelphia public broadcaster WHYY. Mussoni had served as interim vice president of news and civic dialogue.

R. Scott Latimer has been appointed vice president, financial planning & strategic transactions, for Einstein Healthcare Network. He joins Einstein after 34 years with PricewaterhouseCoopers, where he was a partner and worked with health-care organizations.

Dilworth Paxson attorney Linda Dale Hoffa has been made a partner of the Philadelphia firm. She had been of counsel and criminal defense attorney. She also is chair of the White Collar/Corporate Investigations Practice Group.

Acts Retirement-Life Communities, a West Point not-for-profit senior living organization, has named Glenn D. Fox as its senior vice president, general counsel. He had been a partner at Saul Ewing LLP in Philadelphia.

D&H Global Tax Group has opened a new office in Philadelphia and hired Jim Rowen as a senior manager, William Smith as a senior tax manager, and Fadillah Abdur-Rahim as a junior accountant. Rowan had been an independent CPA, Smith a tax advisor, Corporate Tax Services at The Vanguard Group and Abdur-Rahim a loan document specialist with Wells Fargo.

Colleen Tryner has been hired as a development associate at the Alice Paul Institute, a Mount Laurel nonprofit dedicated to teaching girls about leadership and equality and educating the public about New Jersey suffragist Alice Paul. Tryner started at the institute in early 2016 as an intern.

Domus Inc., a Philadelphia marketing and communications agency, has named Kelsey Larzelere and Brooke Robinson as assistant account managers. Larzelere specialized in sales and marketing at Philadelphia Center City Whole Foods Market and Robinson interned for Domus.

Subranni Zauber LLC, Marlton, said Reneé F. Bergmann and Scott Good have joined the firm as partners in the Business law/Litigation departments. This follows the merger of their firm, Bergmann & Good LLC, with Subranni in Oct.
