Washo also served as vice president of New Partners Consulting, a Washington-based political-affairs firm.

Wells Fargo & Co., Philadelphia, said it is expanding its national Employee Stock Ownership Plans (ESOP) advisory practice eastward, and named Cecilia Loftus as senior vice president and Eastern regional director. She had been vice president at Prairie Capital Advisors Inc.

Boenning & Scattergood Inc., an independent securities, asset-management, and investment-banking firm in West Conshohocken, has hired Robert Farnam as managing director, institutional equity research, and senior research analyst, covering the insurance sector.
