Liberty Resources Inc., a nonprofit promoting independent living for the disabled, said Thursday it was laying of 43 percent of its staff, or 132 employees, at its centers in Philadelphia and Allentown.

In a statement, CEO Thomas Earle and board chairman Marshall Brown blamed changes by the state in its rate reimbursement policy for the decision, which included a freeze on accepting new clients in March.

Earle and Brown called the decision "extremely difficult," noting that many of those who were laid off were disabled.

Nearly half of Liberty Resources employees and it board of directors have special needs.

The men said that because of consolidation and realignment of services, current clients' services would not be disrupted.    - Alan J. Heavens
