The suit stems from an incident at 11th and Girard, where Officers Andre Boyer and Michael Vargas pulled over the Maybach Music Group rapper. According to the suit, the officers took Mill into custody, held him for nine hours and took pictures of him that they then posted on Instagram.
Dennis Cogan, one of Mill's attorneys, said the officers handcuffed Mill and illegally searched his Range Rover, claiming that they smelled marijuana. No drugs were found. In the car with Mill were a Warner Bros. Records vice president and an off-duty Broward County, Fla., police officer working security for the rapper.
Mill, born Robert Williams, was released at 4:30 a.m. the next day, forcing him to miss an appearance in Altanta, where, Cogan said, he would have earned $50,000. Mill rented a jet to take him there, too. Mill is seeking compensation for the missed gig and for "the anxiety and embarrassment of being seized, detained, confined and imprisoned against plaintiff's will," according to the complaint.
Mill, whose album "Dreams and Nightmares" debuted in November at No. 2 on the Billboard 200 chart, spent six months in jail in 2008 for drug-dealing and gun possession.
The Philadelphia Police Department would not comment on the suit. Lt. John Stanford did say there is a department policy for using social media. "The do's and don'ts if you will," Stanford said, but he would not comment further on that policy.

Casa de Osbourne in Beverly Hills early yesterday morning, after matriarch Sharon Osbourne fell asleep without extinguishing some candles and the place caught on fire. No significant damage was done to the house, though.
Osbourne relayed a warning for fellow candle lovers to TMZ: "Please everybody always check all the candles lit in the house before going to bed. I didn't, and at 5 a.m. this morning I was met with 5 gorgeous men from the BH Fire Department as they put out the fire in my house."
Five gorgeous men, huh? That doesn't sound like a warning so much as a dating service.

Stern have made peace with one another after the mega-popular radio DJ called the recent Golden Globe winner (HBO's "Girls") "a little fat chick who sort of looks like Jonah Hill and keeps taking her clothes off."
