Four men face charges of theft and fraud over an alleged scheme intended to obtain Pennsylvania auto-insurance policies for residents of New York, where rates are much higher, the Pennsylvana Attorney General's Office announced yesterday.

The four were identified as Michael Bozzi, 47, and Josh Green, 30, both of Morrisville, Bucks County; Alex Bien-Aime, 57, of Brooklyn, and Serge Jeanty, 37, of Jamaica, N.Y.
The A.G.'s office alleges that Bozzi, a licensed insurance broker, and Green, a former employee of Bozzi's, obtained Pennsylvania insurance policies for New York City residents, who were recruited by Bien-Aime.
It said the policies were bought through various insurance companies, including Lincoln General and American Independent Insurance. Investigators estimated that a $4,000 premium in New York City would cost about $1,500 for similar coverage in Bucks County.
The applications for policies contained either false addresses or a Bucks County P.O. box number allegedly belonging to Bien-Aime and Jeanty.
Bien-Aime is accused of advertising inexpensive cars and auto insurance in New York City, especially in the Little Haiti section of Brooklyn. After making a sale, he would deal with Bozzi and Green to obtain the insurance policy.
Bozzi and Green allegedly falsified information on numerous applications for driver's licenses, including whether the applicants owned a home and whether they carried prior insurance. Doing so allowed Bozzi and Green to receive discounts from the insurance companies as well as to avoid detection, according to the charges.
The men were each charged with six counts of theft by deception, four counts of insurance fraud, two counts of corrupt organizations, one count of conspiracy and one count of unlawful use of a computer. *
