About 7:30, Raphael Frazier, 23, allegedly fired shots at a car near 18th Street and Susquehanna Avenue in North Philadelphia, a police source said.
Five young women - one of whom was the girlfriend of Frazier's younger brother, Leroy - were in the car, although none were wounded, the source said.
Frazier, whose last address was unknown, was apprehended a short while later by patrol cops and charged with aggravated assault.
The shooting, the source said, was motivated by an ongoing dispute on Facebook that involved some of Frazier's sisters and at least one of the women in the car.
Four hours later, Leroy Frazier, 22, was attacked by two men who showed up at his home on Huntingdon Street near Bancroft.
One of the men pulled out a gun and shot Frazier in the back. He was listed in critical condition yesterday at Temple University Hospital, the source said.
It was unknown if the men who attacked Leroy Frazier were connected to the earlier incident that involved his brother.
