Family Court contracted psychologist charged with performing office window sex act

A psychologist with an office in Family Court is facing charges for allegedly masturbating by his office window in view of students

AS A PSYCHOLOGIST, Cornelius Fergueson is paid to help children in the juvenile-court system. But on Monday, he was arrested for indecent exposure and open lewdness for allegedly masturbating in front of his office window in plain view of high-school students across the street.

Fergueson, 40, an independent contractor of the Philadelphia Mental Health Care Corp. whose office is in the Family Court Building in Center City, was arraigned yesterday and released on his own recognizance, according to the District Attorney's Office.

His next court date is Jan. 6 inside the same building where he works - the courthouse at 1801 Vine St.

Police sources said Fergueson was inside his office Nov. 21 allegedly performing the self-sex act when he was spotted by students and a teacher on their way to Hallahan Catholic Girls High School, which is across the street.

Frank Keel, a spokesman for the court system, said the First Judicial District is "aware" of the incident and released the following statement:

"The individual in question is an independent contractor of the Philadelphia Mental Health Care Corp., who happens to have an office in the Family Court Building. He is not an employee of Family Court or the First Judicial District. We are cooperating fully with investigators. Given that this is an open and active investigation, we are unable to comment further at this time."
